White Plains, N.Y. – August 28, 2026– Fullerton Beck LLP is pleased to announce that Joanna M. Topping has joined the firm as partner and chair of its newly launched Employment & Labor Practice. Topping brings more than 20 years of experience representing public and private employers in employment litigation, labor relations, collective bargaining, workplace compliance, and civil rights matters. She has served as labor counsel to municipalities and public entities throughout Westchester County and the Hudson Valley and represents one of New York State’s largest school districts.

Topping’s practice focuses on employment and labor law, municipal law, education law, civil rights litigation, appellate advocacy, and complex civil litigation. She regularly represents clients in state and federal courts and before the Equal Employment Opportunity Commission, the New York State Division of Human Rights, the Public Employment Relations Board, and other state and federal agencies.

As chair of the Employment & Labor Practice, Topping will lead the firm’s expanding representation of employers, municipalities, educational institutions, insurers, and private organizations across the full spectrum of employment and labor law matters. The practice provides strategic counsel on workplace policies, compliance issues, labor relations, collective bargaining, workforce management, and employment-related litigation.

Fullerton, Managing Partner of Fullerton Beck LLP. “Joanna’s depth of experience, practical approach, and proven record representing both public and private sector clients make her an outstanding addition to our firm. Her leadership strengthens our ability to provide clients with the strategic counsel and effective advocacy they need to navigate an increasingly complex workplace environment.”

For more than two decades, Topping has advised and defended employers in matters involving discrimination, harassment, retaliation, whistleblower claims, labor relations disputes, and civil rights claims. Her experience includes negotiating collective bargaining agreements, handling grievance arbitrations, and counseling management on the interpretation and administration of labor agreements. She also advises employers and human resources professionals on workplace challenges before they become litigation, helping organizations manage risk while maintaining compliance with evolving employment laws.

“Fullerton Beck has built an exceptional reputation for client service, litigation excellence, and collaborative problem-solving,” said Topping. “I am excited to join such a talented team and look forward to helping employers, municipalities, and educational institutions address their most pressing workplace and labor challenges.”
